About Access Services

Access Services is a state mandated local governmental agency created by Los Angeles County's public transit agencies to administer and manage the delivery of regional ADA paratransit service. Access Services is organized as a California public benefit corporation and is a "governmental" agency within the meanings of the California Fair Political Practices Act and the Open Meetings and Records Act (Brown Act).

Access Services was established by forty-four public fixed route transit operators in Los Angeles County. It is governed by a nine member board appointed by the Los Angeles County municipal fixed route operators, the Los Angeles County local fixed route operators, the City of Los Angeles, the County of Los Angeles, the Transportation Corridor Representatives of the Los Angeles branch of the League of Cities, the Los Angeles County Commission on Disabilities, and the Coalition of Independent Living Centers.

Access Services promotes access to all modes of transportation and provides quality ADA paratransit service on behalf of public transit agencies in Los Angeles County.

Access Services serves the community as the leader in promoting accessible and innovative transportation solutions.

We accomplish this vision by:

  • Providing quality, efficient and dependable ADA paratransit service.
  • Leading the national dialogue as an advocate for universal access to transportation.
  • Partnering with other entities to secure alternate funding sources and legislation that expands transportation options.

 

Our primary mission is to provide Americans with Disabilities Act (ADA) mandated paratransit services for people with disabilities who are unable to use public fixed route transportation systems and to coordinate various paratransit operators within Los Angeles County to provide efficient and cost effective paratransit services.

Our funding sources are the local Proposition C Discretionary sales tax, Federal Transit Administration Section 16 and 5310 grants, passenger fares and other associated sources.

Access Services is comprised of five service entities: 1) the Customer Service Center, which serves as an overall customer information and registration service, 2) the specialized transportation service contractors who are responsible for the safe and timely transportation of the eligible disabled individuals to and from their requested locations via Access Paratransit; 3) the eligibility contractors, who are responsible for evaluating and certifying each individual's eligibility for Access Paratransit; 4) the appeal contractors, who are responsible for evaluating individuals who appeal the eligibility contractors' decisions; and 5) the Consolidated Transportation Services Agency (CTSA) for Los Angeles County responsible for the coordination of numerous paratransit agencies.

Access Paratransit is the service name of the ADA Complementary Paratransit service for functionally disabled individuals travelling in Los Angeles County. Access Paratransit transportation service is available for any ADA paratransit eligible individual to any location within ¾ of a mile of any fixed route bus operated by the Los Angeles County public fixed route bus operators and within ¾ of a mile around METRO Rail stations during the hours that the systems are operational. Complementary paratransit service is not required to complement commuter rail and commuter bus services, since the ADA does not require that these services provide complementary paratransit service. The service area is divided into service areas and extends into portions of the surrounding counties of San Bernardino, Orange and Ventura that are served by Los Angeles County Fixed-route bus lines.

Access Paratransit operates seven days a week, 24 hours of the day in most areas of Los Angeles County. It is a shared ride service that operates curb-to-curb and utilizes a fleet of small buses, mini-vans and taxis. Base fares are distance-based and range from $1.80 to $2.70 for each one-way trip. Different fares may be charged in the Antelope Valley and Santa Clarita Valley services areas, and during late-night service.

The Consolidated Transportation Services Agency (CTSA) is a state mandated facilitator and department within Access Services charged with the development and implementation of regional coordination of services and improvement of social service transportation. Social service, in this context, is defined as public or private-nonprofit organizations which provide services to seniors, persons with disabilities, the young, and the low-income disadvantaged.
